The entrepreneurial community working in the leasing market is actively disliking the bill "On Amendments to the Federal Law" On Financial Leasing (Leasing) and Certain Legislative Acts of the Russian Federation ". This was stated by the President of the RF CCI Sergey Katyrin. The bill, drafted by the RF Ministry of Finance and the Central Bank of the Russian Federation, was submitted to the Government of the country.
What is the cause of discontent?
Instead of ensuring transparency and setting clear rules for the game, the strategy of the bill will cause serious squeezing of the market itself, and especially small and medium-sized businesses will suffer, says Sergey Katyrin.
For example, the new mechanism equates leasing companies with non-lending financial institutions. Consequently, most small companies will not provide the required minimum equity of 20 million rubles (in the transition period - 10 and 15 million rubles), and they will cease their activity in the sphere of official leasing, said Sergey Katyrin. This will especially hit the regions, where most of these companies operate.
It is estimated that only half of the companies will leave the market due to this requirement. The proposed regulation of the market will seriously complicate the operational activities also because the number of documents for registration of leasing and accounting will grow about four times, the head of the Federal Chamber said.
One consequence of this approach will be the inevitable concentration of the market in the hands of a small number of companies, reducing competition, using "roundabout maneuvers."
According to experts of the subcommittee on leasing of the RF CCI Committee on Financial Markets and Credit Organizations, the bill demonstrated a lack of understanding of the essence of the very concept of "leasing" and its ideology in general. They are preparing to present their position to the authorities in the near future.
Based on the results of the leasing market in 2017, for the first time an objective database on leasing in Russia will be formed. This will allow you to assess the real volumes of the market, its structure, the composition of participants and the physical volumes of financial leasing. And only after that, says Sergey Katyrin, it is necessary to develop a strategy for the development of the industry and to legislatively fix the directions for its reform and development.
